Mark Tocher
Defense planner, strategic foresight analyst, and futurist‑prototyping practitioner with a sustained record of turning long‑range futures work into decisions for large, complex security institutions. As a Partner at Longviews, Mark Tocher helps leaders anticipate the next operating environment —bridging emerging technology, future conflict concepts, and practical defense planning.
Mark’s career has centered on NATO defense planning and long‑term capability work, using foresight and analysis in support of the NATO defense planning process. He served on the Core Study Team of NATO’s Joint Operations 2030 long‑term study at Allied Command Transformation (ACT), contributing to a multi‑year effort on future joint operations and capability needs.
Within ACT’s Strategic Analysis ecosystem, Mark led strategic foresight at scale, supporting the development of NATO’s Strategic Foresight Analysis (SFA) and related work on the Framework for Future Alliance Operations (FFAO). In 2016, he served as a Technology subject‑matter expert for ACT’s SFA/FFAO Workshop II, shaping the technology implications feeding into the SFA 2017 report cycle.
A pioneering futurist prototyping for military foresight, Mark is closely associated with the application of futures and science‑fiction prototyping to defense decision‑making. He was a story consultant on Allied Command Transformation’s Visions of Warfare: 2036 (© 2016 ACT), an anthology explicitly developed as a proof‑of‑concept that futurist prototyping can advance thinking about the future. He also presented the approach within NATO venues, including a session titled “Visions of Warfare 2036: a futurist prototyping methodology to support long term decision making,” identified with Defence Planning Policy and Analysis, Allied Command Transformation (NATO).
Mark’s work sits at the intersection of capability planning and technology futures. He is referenced in defense technology‑foresight literature for authored work on “Future Emerging Technology Trends” (HQ Supreme Allied Commander Transformation – Defence Planning Policy and Analysis Branch). He has also contributed to NATO Science & Technology Organization efforts and outputs on future operations and technology, appearing in STO technical‑report author lists and in STO materials on improving the impact of EDT (Emerging Disruptive Technologies) analysis.
Mark now brings his Alliance‑level foresight and defense planning experience to Longviews, helping clients make better long‑term choices under deep uncertainty, especially where technology, operations, and strategy collide.
